plumeria not giving flowers

Question

My plumeria tree has not flowered for a good number of years.  Why is this so?  The plant looks healthy.

U need to cover it in the darkness during winter months (hibernate) and feed very little water during this period.  I used a big black color  trash bag covering the plant after I bring it inside the house.

Plumerias require full sun and plenty of water without either of these equals no flowers.
